Philip-Brian Freed, MS, MPA
Managing Partner, CMEDDS
Philip Freed is the Managing Partner of CMEDDS and a nationally recognized healthcare consultant specializing in emergency preparedness, disaster response, medical operations, and healthcare education. With more than 35 years of experience in emergency medicine, public safety, and healthcare leadership in medical device commercialization. he has worked with hospitals, government agencies, and private organizations throughout the United States to develop and implement disaster preparedness, emergency response, and clinical training programs.
Mr. Freed began his career as an Emergency Medical Technician and subsequently served as a paramedic, firefighter, Rescue SCUBA Diver, FAA Pilot, and Physician Assistant. He earned his Bachelor’s degree from Springfield College in emergency management, graduated from Cornell University Medical College as a Surgeon Associate Physician Assistant, and later completed a Master’s degree from the University of Nebraska as an APP - Physician Associate.
Previously, he served in the Homeland Security and FEMA National Disaster Medical System (and was a contributor to Department of Homeland Security initiatives. Mr. Freed has participated in numerous national emergency response operations, including the World Trade Center attacks, anthrax response efforts, Hurricane Katrina, and other major disaster deployments.
Throughout his career, he has served as a healthcare educator, media spokesperson, and advisor for the top Fortune 100 Medical device companies. His contributions have been recognized by numerous public and private organizations, including the City of New York, FDNY, DEA, and other agencies, for leadership, service, and acts of heroism.
Mr. Freed resides in Lakewood Ranch, Florida,

Edward Sawicki, MBA, NRP
Managing Partner, CMEDDS
Edward Sawicki brings more than 37 years of leadership experience in Emergency Medical Services (EMS), healthcare operations, medical technology, and professional education. A Nationally Registered Paramedic since 1988, he has served in senior leadership roles across private, public, and volunteer EMS organizations, leading system development, operational integration, and organizational growth initiatives.
Mr. Sawicki holds a Bachelor’s degree in Biology from Westfield State University and an MBA from Golden Gate University. His career includes leadership positions in EMS operations, disaster preparedness, healthcare education, and medical device development with industry leaders including Johnson & Johnson and Maquet Cardiovascular.
A nationally recognized EMS leader, educator, and author, Mr. Sawicki has contributed to EMS policy development, workforce advancement, and professional standards through leadership roles with the National Association of Emergency Medical Technicians (NAEMT) and publications including JEMS. He continues to provide strategic guidance in healthcare operations, emergency preparedness, and clinical education.
